Question: I am providing a price to install smoke detectors in 427 residential housing units. Am I required to provide an arch fault breaker for this circuit? The smokes will be the only item on the circuit.

Yes, you are required to provide an arc fault breaker for this circuit.2020 National Electrical Code (NEC)

210.12(B)
Smoke detectors installed in dwelling units shall be supplied from a dedicated branch circuit. 210.12(C) The branch circuit for smoke detectors shall be protected by an arc-fault circuit interrupter (AFCI).Therefore, since the smoke detectors will be the only item on the circuit, as per NEC 210.12(C), you are required to provide an AFCI for this circuit.
