Question: Installing a new 100A meter socket outside. Service drop wires are properly sized(#4) already. When installing new meter socket, can the neutral conductor be cut, then run a new #4 from the meter to the panelboard and simply land both #4's on the the lugs in the socket?

No. The neutral conductor should not be cut. A 100A meter socket requires a #4 neutral. The neutral conductor must be continuous from the service drop to the panelboard. Flag for review
